This is an excellent opportunity for a high calibre candidate to join the Fintech unit of the SFC and contribute to shaping the responsible and sustainable development of the virtual asset industry and wider fintech industry in Hong Kong.
Reporting to an Associate Director or a Senior Manager, you will be part of a team formulating policies regarding the regulation of virtual asset-related activities and application of fintech to the Hong Kong financial markets. The team will also handle applications from firms and licensed intermediaries; and supervise licensed intermediaries in the virtual asset and fintech industry.
Duties & Responsibilities:
The successful candidates will be responsible for:
- Keeping abreast of market developments and international regulatory developments in all fintech matters to identify market-wide, industry and firm-specific regulatory issues;
- Assisting in the formulation of corresponding policies for the virtual asset and wider fintech industry; and
- Handling applications from firms in the virtual asset and fintech industry and licensed intermediaries carrying on virtual asset-related activities; and
- Supervising licensed intermediaries in the virtual asset and fintech industry with a focus on conduct, financial and operational risks.
Requirements:
- A university degree in computer science, finance, economics or accounting;
- A minimum of 5 years’ capital markets industry experience in operational and technology risk control, preferably with exposure to cyber security risks;
- Good understanding of the technical drivers of blockchain technology underlying virtual assets and the virtual asset ecosystem, proficiency with cryptographic techniques;
- Familiarity with automated trading system architectures (such as OMS/PMS/EMS or risk management systems), automated trading systems such as high frequency trading or quantitative trading) and software engineering best practices;
- Knowledge of SFC rules and regulations applicable to intermediaries;
- Strong analytical, problem-solving and interpersonal skills;
- Good writing (both English and Chinese) and presentation skills; and
- A strong sense of responsibility and impeccable integrity.
